The redevelopment of Double Oaks - a 1950s privately financed and managed apartment community for families of limited income - demonstrates how market forces can be harnessed to achieve complementary goals: Housing for limited income people similar in design to high quality market rate housing; and to provide this housing within a new community that includes substantial market rate housing of various price points and configurations along with neighborhood retail, office and community support space.
